The fatal victim of a single-vehicle crash was fined $15,000 for refusing to tell a corruption watchdog what he saw during an infamous gangland brawl more than a decade ago.
Danny Sydney Makin was killed in the early hours of April 13 after the silver Ford Falcon that he was driving hit a tree north of Perth.
Makin, 49, was the only person in the vehicle and died at the scene.

The mass melee - involving about 20 people - started after a Finks gang member spat at a Coffin Cheater during a drag racing event.
Several Coffin Cheaters ran from different parts of the venue to join the brawl.
Finks member Stephen Wallace had three fingers severed before they were reattached in surgery while David Marrapodi suffered a gunshot wound to his leg.
Makin was called into the CCC’s private hearing where he stuck to the bikie code of silence, telling the hearing he did not see a fight.
That was despite him being photographed at the event.
In 2013, Makin admitted he had lied to the hearing and was fined $15,000.

Makin leaves behind a wife and daughter and in an obituary in The West Australian, his family said he would be “forever in our hearts”.
“He leaves behind his adored wife Shen, his beautiful daughter . . . his mother Faye, father Ray (dec), brother Harley and the Fong family,” it said.
An online comment on the obituary, believed to be from the Gypsy Joker Motorcycle Club, described Makin as a “well respected and outstanding contributor” to the “outlaw scene”.
Police are continuing their investigation into the crash and urge anyone with information to contact Crime Stoppers on 1800 333 000.
