Former Nomads bikie president Sayed Mohammed Moosawi charged amid Dural caravan raids after allegedly commissioning Bondi arson attacks

Former Nomads president Sayed Mohammed Moosawi is among those arrested by police in sweeping raids across Sydney amid investigations into an explosives-laden caravan found dumped in the city’s northwest.

The Australian Federal Police on Monday revealed they believe the caravan, which contained Powergel explosives and anti-Semitic material, was abandoned on the side of Derriwong Rd, in Dural, in January as part of a “fabricated terror plot”.

Police will allege the plot was an “elaborate scheme contrived by organised criminals domestically and offshore” who did not hold anti-Semitic views but were seeking a reduced sentence by tipping off authorities about the caravan.

Raids were carried out at properties across Sydney about 6am on Monday, with officers arresting a further 14 people and charging them with a total of 49 offences.

7NEWS.com.au can reveal Moosawi, 32, who is the former president of the Nomads Parramatta chapter, was transferred from a correctional centre to Burwood Police Station on Monday and charged with knowingly directing activities of criminal group, accessory before the fact to destroy property in company use fire, and accessory before the fact to damage property by fire/explosion.

Police will allege he directed the commission of arson attacks at Bondi Beach in October last year in which a cafe, long-standing Jewish deli, and a brewery went up in flames.

Authorities had been looking into whether there were organised crime links to the caravan.

“Almost immediately, experienced investigators within the joint counter-terrorism team believed that the caravan was part of a fabricated terrorist plot, essentially a criminal con job,” AFP Deputy Commissioner National Security Krissy Barrett said.

“Today, I can reveal the caravan was never going to cause a mass casualty event but instead was concocted by criminals who wanted to cause fear for personal benefit.”

According to police, the alleged plot involved buying the caravan and planting the antisemitic material and explosives then contacting authorities to warn them of an “impending terror attack against Jewish Australians”.

“We believe the person pulling the strings wanted changes to their criminal status but maintained a distance from their scheme and hired alleged local criminals to carry out parts of their plan. However the plan was foiled,” Barrett said.

Barrett said a number of people have been identified as part of the elaborate scheme, with the AFP working with both local and overseas law enforcement officials.

“Regardless of the motivation of those responsible for this fake plot, it has had a chilling effect on the Jewish community,” she said.

NSW Police Deputy Commissioner David Hudson said none of the individuals arrested have displayed “any form of anti-Semitic ideology, however the threat to the community was “very real”.

He said police do not believe there is any further threat to the community in relation to the matter.

Prior to Monday, 15 people had been arrested and charged with 78 offences in relation to the caravan incident.

In the days following the shocking discovery, couple Tammie Farrugia and boyfriend Scott Marshall were arrested on the “periphery” of an anti-terror investigation.

Friend Simon Nichols was also named in a warrant executed by police following the discovery of the van.

None of the three have been charged with terror-related offences.

Moosawi is due to face Waverley Local Court later on Tuesday.
