While issuing closure orders during the raid on Tuesday, NSW Health inspectors seized 3860 illicit cigarettes and 224 illegal vapes at both shops.
“If you’re doing the wrong thing, sooner or later we will come for you,” NSW Health Minister Ryan Park said.
Anyone caught selling these products without a valid licence can be fined up to $660,000 for individuals and $880,000 for corporations.
The commercial possession of illicit tobacco can result in a $1.54 million fine, seven years in prison, or both under a new offence.
Since the beginning of 2025, 11.8 million cigarettes, 2000kg of other illicit tobacco products and 170,000 illegal vaping items have been seized by NSW Health and more than half a million in fines have been issued.
“This is just the beginning,” Mr Park said.
“More will follow in the coming days, weeks and months.”
Retailers and wholesalers must now hold a valid licence if they want to sell tobacco or non-tobacco smoking products.
Those who apply for one must complete an annual online application, provide a criminal records check and pay a fee.
