The 39-year-old woman was hanging from the balcony before she fell, landing on a garden bed.

The woman who fell to her death from a Sydney balcony was a registered nurse who had just got married in Nepal.

NSW Police arrived a minute after a triple-0 call was made from a member of the public standing on the street, who saw Dahal hanging from the balcony.

She was found in the driveway of her partner’s apartment block, and officers immediately commenced CPR.

NSW Police were initially alerted to a situation at the apartment by a ghost call to triple-0 two hours before Dahal’s death at 11.45pm on Wednesday, with “reports of raised voices” in the background.

“There was no conversation during that call and despite a further two calls from triple-0 back to the caller, contact could not be established,” Detective Superintendent Barry Vincent said.

Officers from Parramatta Police Area Command were able to make contact at 11.47pm.

Dahal’s husband Labrinda Subedi, 40, answered the phone and was told police would attend after he provided his name and address.

However, police were dispatched to other calls for help before arriving at the high-rise almost two hours later.

“These are assessments that our officers make routinely. The decision-making around that is obviously something we will be looking at and the timings in terms of what resourcing we had available,” Vincent said.

“The assessment made by our officers is something that we will be exploring further as part of our investigation.”

Subedi was arrested and spent several hours being interviewed by police on Thursday but was released without charge about 2pm, pending further investigations.

An active apprehended violence order (AVO) was in place, created in November by police against Dahal.

The couple did not live together, but Dahal was not breaching the order by being at the apartment.

The pair were known to police.

Subedi is a “broken man” following his wife’s death, his family told the Daily Telegraph.

His family said there were no suspicious circumstances.

“It was just a terrible, terrible accident,” Subedi’s brother-in-law Sushant said.

“Labrinda, he is a broken man … they were in love, not long married, very happy … planned to have children.

“Now he has to plan a funeral.”

The phone initially used to call emergency services was not registered to Subedi, but it was believed he used it.

Police are investigating whether he initiated the first call, which did not involve a direct interaction.

A strike force has been formed and anyone with information about the incident is urged to contact Crime Stoppers.
