He died from his injuries shortly after.

It’s understood he was with a friend when he lit the explosive in a fenced-off construction site next to a housing estate.

CCTV captured the loud explosion, which sent red sparks flying into the air.

Another nearby security camera captured a man, believed to be the victim’s friend, screaming and swearing following the detonation.

“F***k,” he could be heard saying.

One arson and explosives detective told 7NEWS the incident was among the worst he had ever seen.

The teenager’s parents came to the scene to collect his car on Thursday morning.

Acting Senior Sergeant Fiona Parvin described the incident as “tragic” and said it was “extremely distressing” for the teenager’s friends and family.

“It’s a day that they will never ever see the same way,” she said.

She would not confirm if the firework was homemade or not.

Nearby residents told 7NEWS they heard fireworks being set off in the same area on Tuesday night, and that the construction site could have been easily accessed through a large gap in some fencing.

Parvin said setting off fireworks was illegal in Victoria and warned members of the public not to buy them ahead of New Year’s Eve celebrations.

“Fireworks should not be handled by the public,” Parvin said.

“Don’t touch them, don’t pick them up, they are an explosive.

“They’re highly volatile .. they need to be handed by professionals.”
