A heartbroken father claims Australia's youth justice system is broken after his son was killed by an allegedly stolen ute packed with teenagers.

A motorbike rider killed when he was struck by an allegedly stolen ute packed with teens and being chased by police has been remembered as the “heart” of his family.

Daniel McNamara, 52, was hit from behind in Gunnedah while riding his new bike from Narrabri to Tamworth on Tuesday morning.

The electrician was critically injured and died at the scene on Kamilaroi Hwy.

“It’s so devastating and he was the heart of our family,” his father Patrick McNamara told 7NEWS.

The ute allegedly sped off from the crash, with police launching a second pursuit.

The chase came to an end when the driver lost control and crashed, with three youths allegedly fleeing the scene.

Police allege a 14-year-old boy was behind the wheel, with two passengers of the same age.

The trio are known to police and one was on bail.

The three boys are before the courts and are facing 25 charges between them.

McNamara’s heartbroken family has called for adult time for adult crimes.

“Who else needs to die for the law to change? It’s got to stop now,” Daniel’s brother Adam McNamara said.

It was a feeling echoed through country communities fearing the youth crime crisis would claim another innocent life.

“We need to make sure that the government actually has harsher laws, greater penalties and deals with the young people that are committing these offences,” NSW shadow police minister Paul Toole said.
