The two dogs are believed to be owned by one of the men, police say.
“A police officer was also attacked by the dogs and was taken to hospital in a stable condition,” a statement read.
The dogs have since been secured by officers, assisted by Penrith Council rangers, who have launched an investigation into the incident.

The attack comes days after 17-year-old Annalyse Blyton died from injuries suffered in a dog attack while visiting a friend’s house in the NSW Hunter Region.
Ms Blyton suffered critical injuries to her head, neck and body after the 10-year-old dog - described as a large mix of boxer, bull Arab and Irish wolfhound - attacked her on September 4.
She was treated by paramedics at the scene and flown to John Hunter Hospital in a critical condition, but died in hospital on Monday.
It is understood the animal was in a fenced yard at the time of the attack.
The dog was shot dead by police with the consent of the owner, as officers commenced an investigation into the attack.
