The car can then be seen speeding away from the scene of the crime.
Sieliwończyk told his camera operator to zoom in on the numberplate so they could report the incident to police.
The journalist later recounted the incident to his colleagues at TVP Info.
“At one point, I heard a bang behind me and the operator screamed, ‘Oh Jesus!’ When I turned around, I saw a car driving away with a broken windshield and a child lying on the ground,” he said in a translated quote.
“We approached the girl. She was unable to stand. I saw blood stains on the scooter. We called (emergency services), and paramedics arrived within three minutes.”
Sieliwończyk said his team called the teenager’s mother, as she requested.
The mum arrived on a bicycle moments later.
The teenager was taken to hospital with minor injuries.
The person driving the car returned to the scene after the crash.
“He must have been in shock too, because he got out of the car and asked if something had happened,” Sieliwończyk said.
It was later revealed that the driver was not licensed to drive a vehicle.
TVP Info reported that the drive is only facing a ticket for the collision because the child was not seriously injured and spent only a short time in hospital.
Police told the outlet that the driver failed to give way to the teenager.
An investigation is now underway.
