Dramatic footage shows officers swarming a Mitsubishi to arrest Tighe and Mundine, while Rio was arrested in a nearby Mercedes.
Police said the three men were known to them and were allegedly hired by a South-East Asian organised crime group, though they are not believed to be high-ranking members.

The intended target is known to police and is co-operating with authorities.
Tighe and Mundine face multiple charges, including conspiracy to commit murder, possession of an unauthorised pistol, participation in a criminal group, and breaching bail.
Rio is charged with conspiracy to commit murder and participating in a criminal group.
Tighe and Rio faced Bankstown Local Court on Wednesday afternoon. Neither applied for bail and they were remanded to appear in court on December 3.
Tighe appeared in the court dock, wearing a blue plastic forensic suit and with a number of bruises on his face.
Mundine was remanded in custody before an expected court appearance on Thursday.

Outside court, the mother of one of the “kill team” members sprayed water on a 7NEWS reporter Inga Neilsen’s face and camera when approached.
Neilsen said: “I don’t appreciate you spraying water on my face.”
The mother replied: “I don’t appreciate you, either, but you’re there.”
Rio’s family also shouted at media, telling reporters to “go f*** yourself”.
The alleged plot was uncovered during a routine surveillance operation in Condell Park conducted under Strike Force Flodine.
Police say the men never would have reached their destination.
“They were never going to make it to any centre. The collateral damage there would be far too great,” Superintendent Peter Faux said.

Three guns, balaclavas, body-worn cameras, and jerry cans containing fuel were seized from the cars and a linked property.
The cars were stolen and had cloned number plates, police allege.
A third vehicle containing additional weapons was also discovered during the operation.
Premier Chris Minns backed police after the dramatic arrest on a busy road that involved non-fatal bullets being fired.
“It’s a reminder of how dangerous that job is and how we ask often young police officers to put themselves in harm’s way to protect the public,” he said.
