First responders performed CPR on the young concrete pumper, however, he died at the scene.

Police allege the BMW was one of two vehicles stolen from a Pascoe Vale South property about an hour earlier.

New CCTV vision showed two occupants of the BMW flee the crash scene, with a 16-year-old boy believed to have been a passenger later arrested and taken into custody for questioning before being released pending further inquiries.

The driver remains on the run.

On Monday, Pollina’s workmates paid tribute to their colleague who is remembered as a loving son and dedicated worker.

His former bosses from concreting firm Oceania Concrete Pumping have raised more than $13,000 to support the teenager’s family who moved from Italy a decade ago.

“We’re devastated for his family - he was only 19, no one should have to bury their son,” Tama Curtis told 7NEWS.

“We just asked them if we could do that to help them out as much as we could.”

Curtis said Pollina was “very loved”.

7NEWS understands Pollina’s partner was travelling alongside him in a car and witnessed the crash with nearby residents reporting a woman screaming for help shortly after the collision.

Premier Jacinta Allan said she was unable to comment on the cause of the crash but described the man’s death as a tragedy and expressed sympathy for his family.

“It must be an incredibly deeply distressing time for them,” she told reporters on Sunday.
