Several properties and businesses are still without power and will need to remain closed.

Discarded food products worth tens of thousands of dollars have been seen piled high in a skip bin behind a Victorian Coles outlet.

On Tuesday, the skip behind the Drouin store in West Gippsland was 1.5m high with items the store had to throw out.

It included pizzas, juices, dips, ice creams, pasta, smoked salmon, cookie dough and various cheeses.

Due to the fierce storms across the state on Sunday and into Monday, the supermarket lost power, meaning all the perishable products had to be binned.

7NEWS understands a generator was not yet on site when power was lost at the store, so the food perished before it was set up.

More than 28,000 Victorian residents were still without power on Tuesday night after gale-force winds downed powerlines across towns such as Newborough, Drouin, Cockatoo and Warragul east of Melbourne.

The blasts hit first on Sunday night and continued through Monday across NSW, Victoria and Tasmania, leading to the death of a 63-year-old woman when a tree fell on her cabin in Moama.

The Victorian government said it was working with the federal government to make funding under the Disaster Recovery Funding Arrangements available if required.

More than 660 homes were damaged on Monday, including a home destroyed in the Dandenong Ranges and another in Corio.

Beach boxes across Mornington, 60km south of the CBD, were tipped over and damaged after they were dislodged from their bases by strong winds.

A crew of 29 SES volunteers from NSW landed in Melbourne on Tuesday morning to help with the clean-up.
