The aircraft was described as a recreational ultralight aircraft by the Australian Transport Safety Bureau (ATSB), which does not generally investigate incidents involving that sort of aircraft.
It is typically used for joy flights and private commuter flights and is known for its speed.
An aviation expert says the plane would have been equipped with a recovery parachute, which may have been deployed seconds too late after residents reported hearing a bang.
Police will prepare a report for the coroner.
